Bunun en \u00f6nemli sebeplerinin ba\u015f\u0131nda, s\u00f6z konusu \u00fclkelerde Bat\u0131-d\u0131\u015f\u0131 toplumlarda anla\u015f\u0131lan anlamda bir devlet gelene\u011finin (stateness) bulunmamas\u0131 geliyordu. Fakat, 1970\u2019lerin ortas\u0131ndan ba\u015flay\u0131p, 1980\u2019lere kadar uzanan s\u00fcre i\u00e7inde o \u00fclkelerde de siyasal \u00e7\u00f6z\u00fcmleme birimi olarak devlet yeniden g\u00fcndeme geldi; literat\u00fcre geri d\u00f6nd\u00fc.<\/p>\n<p>Bu geri d\u00f6n\u00fc\u015f\u00fcn, birbirine z\u0131t iki nedeni olmu\u015ftur. Marksizm\u2019in canlanmas\u0131yla, devletin toplumu reg\u00fcle etmesinde a\u011f\u0131rl\u0131kl\u0131 rol\u00fcne dair pozitif anlam y\u00fckleyen bir tart\u0131\u015fma ba\u015flatm\u0131\u015ft\u0131r. \u00d6te yandan, neo-liberalizmin y\u00fckseli\u015fi, devlete dair ayn\u0131 role negatif olarak yakla\u015fm\u0131\u015ft\u0131r: Bireylerin devlet kar\u015f\u0131s\u0131nda sahip olmas\u0131 gereken maksimum \u00f6zerklik ve \u00f6zg\u00fcrl\u00fck neo-liberalizmin bel kemi\u011fini olu\u015fturmu\u015ftur.<\/p>\n<p>\u015e\u00fcphesiz, her iki kesim i\u00e7inde de fikir ayr\u0131l\u0131klar\u0131 vard\u0131r; burada s\u00f6z konusu kesimlerin bask\u0131n genel e\u011filimlerine de\u011finmekteyiz. Ancak, her iki kesim i\u00e7in de devlet, siyasal iktidar\u0131n kurumsal olarak yo\u011funla\u015fm\u0131\u015f bi\u00e7imi niteli\u011findedir.<\/p>\n<p>Marksizm i\u00e7in bu, toplumu reg\u00fcle etmede pozitif; neo-liberalizm i\u00e7in ise negatif<em>\u00a0de facto<\/em>\u00a0bir bi\u00e7imdir. Bu iki siyasal alg\u0131ya, Mark Neocleous\u2019un\u00a0<em>Devleti Tahayy\u00fcl Etmek<\/em>\u00a0kitab\u0131ndaki bir tart\u0131\u015fmas\u0131ndaki terimin ayn\u0131s\u0131n\u0131 kullanarak \u201cdevlet\u00e7i politik tahayy\u00fcl\u201d diyorum: Marksizm i\u00e7in pozitif, neo-liberalizm i\u00e7in negatif s\u0131fatlar\u0131n\u0131 ekleyerek.<\/p>\n<p>1989\u2019da Berlin Duvar\u0131\u2019n\u0131n y\u0131k\u0131lmas\u0131yla ba\u015flayan s\u00fcre\u00e7,\u00a0<em>neo-liberal negatif devlet\u00e7i tahayy\u00fcl<\/em>\u00fcn,\u00a0<em>Marksist pozitif devlet\u00e7i tahayy\u00fcl<\/em>e bask\u0131n gelen y\u00f6nde ilerlemesine yol a\u00e7t\u0131. A\u00e7\u0131lan yol, t\u00e2biri caizse, giderek stabilize oldu ve neo-liberalizm bir zihniyet, ideoloji h\u00e2linde Bat\u0131\u2019ya ve Bat\u0131-d\u0131\u015f\u0131 d\u00fcnyan\u0131n \u00e7ok b\u00fcy\u00fck bir k\u0131sm\u0131na yayg\u0131n \u015fekilde n\u00fcfuz etti.<\/p>\n<p><strong>Biyopolitikadan Psikopolitikaya<\/strong><\/p>\n<p>\u00c7a\u011fda\u015f d\u00fc\u015f\u00fcn\u00fcrlerden Byung-Chul Han\u2019a g\u00f6re, norma sokma, normalle\u015ftirme tertibat\u0131n\u0131 olu\u015fturan disiplin iktidar\u0131na dayanan; bir y\u00f6netim tekni\u011fi olarak kapitalizmin, \u00fcretici bedeni disipline edici bi\u00e7imine tekab\u00fcl eden Foucaultcu biyopolitika, yerini art\u0131k neo-liberalizmde \u00fcretici g\u00fc\u00e7 olarak Psi\u015fe (Psyche) ekseninde gayr-i madd\u00ee, gayr-i bedensel olu\u015funa dayanan \u00fcretim bi\u00e7iminin v\u00fccut verdi\u011fi\u00a0<em>psikopolitika<\/em>\u2019ya b\u0131rakt\u0131. \u00dcretici g\u00fc\u00e7 olarak bedenin de\u011fil; psi\u015fik ya da zihinsel s\u00fcre\u00e7lerin optimize edildi\u011fi duruma ge\u00e7i\u015f ger\u00e7ekle\u015fti (Han, 2019: 30-32.). Dolay\u0131s\u0131yla, neo-liberalizm, sadece iktisad\u00ee bir ideoloji de\u011fil, bireylerin kendileriyle kurdu\u011fu ili\u015fkileri belirleyen, genel bir rasyonalite ekseninde in\u015fa olan bir \u201cvarolu\u015f normu\u201dna d\u00f6n\u00fc\u015ft\u00fc (P.Dardot-C.Laval, 2012, b\u00fct\u00fcn\u00fc).<\/p>\n<p>Bu anlamda, neo-liberalizm, psikopolitikay\u0131 \u201cmotivasyon\u201d, \u201cproje\u201d, \u201crekabet\u201d, \u201coptimizasyon\u201d, \u201cinisiyatif\u201d gibi tahakk\u00fcm tekniklerine t\u00e2bi k\u0131lar h\u00e2le geldi (Han, 2019: 28). Bu sebeple Han, psikopolitikay\u0131 bir h\u00fck\u00fcmet etme bi\u00e7imi olarak nitelendirmektedir (Han, 2019: 28); ama, ben buna Foucaultcu anlamda\u00a0<em>y\u00f6netimsellik<\/em>\u00a0(governmentality) demeyi tercih ederim. Y\u00f6netimsellik, genel olarak, k\u00fcresel, yerel veya ulusal d\u00fczeyde olsun, d\u00fczenleme, y\u00f6netme ve denetleme ekseninde bir s\u00fcre\u00e7 i\u00e7inde uygulanan stratejiler b\u00fct\u00fcn\u00fcd\u00fcr (M.Foucault, 2000: 264-287). Devlet, bu b\u00fct\u00fcnl\u00fck i\u00e7inde, h\u00fck\u00fcmet etmeye veya en etkin bir y\u00f6netimsellik kurumuna indirgenir: Neo-liberalizmin her kurum ve bireyi, ba\u015ftan itibaren \u015firket (veya piyasa) modeline g\u00f6re \u015fekillendirmesine paralel \u015fekilde devlet de giri\u015fimcilik ilkeleriyle donat\u0131lm\u0131\u015f h\u00e2le gelir.<\/p>\n<p>Siyaset bilimci Wendy Brown\u2019\u0131n aktard\u0131\u011f\u0131 bir \u00f6rnek, bunun a\u00e7\u0131k bir kan\u0131t\u0131 niteli\u011findedir: 1990\u2019larda Tayland ba\u015fbakan\u0131n\u0131n kendisini anonim \u015firket\u00a0<strong>ceo<\/strong>\u2019su olarak tasvir ve tarif etmesi (Brown, 2018: 42). Bu \u00f6rnek, her \u015feyden \u00f6nce, neo-liberalizmin ruhu olan rekabetin, iktisad\u00ee bir mant\u0131k veya rasyonalite \u015feklinde toplumlar\u0131n her alan\u0131na sirayet ederek k\u00fcresel d\u00fczeye ta\u015f\u0131nmas\u0131; ta\u015f\u0131nmam\u0131\u015f ise ta\u015f\u0131nmas\u0131 i\u00e7in her t\u00fcrl\u00fc giri\u015fimin yap\u0131lmas\u0131na dair bir ger\u00e7eklik \u015feklinde kendini g\u00f6stermesidir.<\/p>\n<p><strong>Devletin Neo-liberal \u0130\u00e7eri\u011fine Bula\u015fan Korona<\/strong><\/p>\n<p>K\u00fcresel d\u00fczeyde meydana gelen ba\u015fka bir ger\u00e7eklik, pandemik koronavir\u00fcs\u00fc, devlete kazand\u0131r\u0131lan neo-liberal i\u00e7eri\u011fi ve bi\u00e7ilen rol\u00fc alt\u00fcst etmi\u015f gibi g\u00f6r\u00fcn\u00fcyor.<\/p>\n<p>Koronan\u0131n h\u0131z kazanm\u0131\u015f etkisi, T\u00fcrkiye d\u00e2hil hemen her \u00fclkede bir yandan toplumsal ve bireysel d\u00fczeyde, \u00f6b\u00fcr yandan siyasal alanda yans\u0131yan etkiler g\u00f6steriyor. Toplumsal ve bireysel d\u00fczeyde, sosyal ba\u011flardan zorunlu yal\u0131t\u0131lm\u0131\u015fl\u0131k (izolasyon) ve bu yal\u0131t\u0131lm\u0131\u015fl\u0131\u011f\u0131 omuzlayan, kendi ifadelerimle, bencil f\u0131rsat\u00e7\u0131l\u0131k ba\u015fta olmak \u00fczere, irrasyonelli\u011fin rehberlik etti\u011fi davran\u0131\u015f kal\u0131plar\u0131n\u0131n belirmesi; neo-liberal devlet anlay\u0131\u015f\u0131n\u0131n alt\u0131n\u0131 oyar g\u00f6r\u00fcnmekte, kamusal\u0131 bireysel \u00e7\u0131karlar kar\u015f\u0131s\u0131nda \u00f6nceleyen bir iktidar prati\u011finin zemini \u00fczerinde yeniden in\u015fa olmay\u0131 te\u015fvik etmektedir.<\/p>\n<p>\u00dcretim meselelerinden t\u00fcketime; \u00f6zg\u00fcrl\u00fcklerden (soka\u011fa \u00e7\u0131kma yasa\u011f\u0131 koyma, toplanmay\u0131, sinema, tiyatro, futbol gibi toplu k\u00fclt\u00fcrel aktivitelerden yararlanmay\u0131 \u00f6nleme gibi) toplumsal g\u00fcvenli\u011fe, vs. hemen her alanda devlet, kendi klasik bedenine yeniden kavu\u015fma yolundad\u0131r. Bu do\u011frultuda, devletin hissedilen a\u011f\u0131rl\u0131\u011f\u0131n\u0131n, asl\u0131nda neo-liberalizmin rasyonel bireye bi\u00e7ti\u011fi rol\u00fcn zeminini de kayd\u0131rma etkisi g\u00f6stermektedir: Bireyin (toplumun da tabi\u00ee) y\u00fcz y\u00fcze geldi\u011fi meselelerle kendi ba\u015f\u0131na ba\u015f edebilme kapasitesinin ne kadar zay\u0131f, k\u0131r\u0131lgan oldu\u011funun ortaya \u00e7\u0131kmas\u0131.<\/p>\n<p><strong>Risk Toplumlar\u0131nda Ya\u015famak<\/strong><\/p>\n<p>Siyasal alana gelince\u2026 Neo-liberal k\u00fcreselle\u015fme, s\u0131n\u0131rlar\u0131 a\u015fan, hatta sermaye dola\u015f\u0131m\u0131 a\u00e7\u0131s\u0131ndan ortadan kald\u0131ran politikalar uygulayarak, ilk etapta\u00a0<em>uluslararas\u0131la\u015fma<\/em>n\u0131n, daha sonra\u00a0<em>uluslar\u00fcst\u00fcl\u00fc\u011f\u00fcn<\/em>\u00a0zeminini d\u00f6\u015fer ve peki\u015ftirirken, korona s\u0131n\u0131rlar\u0131n kapat\u0131lmas\u0131na, g\u00f6\u00e7lerin durmas\u0131na, sermaye ak\u0131\u015f\u0131n\u0131n h\u0131z\u0131n\u0131 kesmesine, neredeyse t\u00fcm ekonomik g\u00f6stergelerin i\u00e7eri\u011fi bo\u015f h\u00e2le gelip, belirsizli\u011fin i\u015faretlerine d\u00f6n\u00fc\u015fmesine de sebep olmu\u015ftur. Bu durum, \u201culus-devletlerin sonu\u201d iddias\u0131n\u0131n sahibi neo-liberal ideoloji sahiplerini yanl\u0131\u015flayan bir a\u015famay\u0131 simgelerken; ayn\u0131 zamanda, k\u00fcresel ba\u011flardan belirsiz bir yal\u0131t\u0131ma\/kopu\u015fa maruz kalan ulus-devletlerin, meselelerin kendi ba\u015f\u0131na \u00fcstesinden gelebilme kapasitelerinin ne olabilece\u011fini de g\u00fcndeme getirmi\u015ftir.<\/p>\n<p>\u015e\u00fcphesiz, bu hususlar, her \u00fclkenin kendi tarihsel, ekonomik, teknolojik, bilimsel ve k\u00fclt\u00fcrel birikiminin belirleyebilece\u011fi bir niteli\u011fe sahiptir. Bununla beraber, hangi \u00fclke, hangi devlet bi\u00e7imi olursa olsun, koronan\u0131n bize \u00e2\u015fik\u00e2r \u015fekilde g\u00f6stermi\u015f oldu\u011fu; neredeyse, Thomas Hobbes\u2019un \u201cdo\u011fa durumu\u201d dedi\u011fi bir potansiyeli i\u00e7eren art\u0131k\u00a0<em>risk toplum<\/em>lar\u0131nda ya\u015fad\u0131\u011f\u0131m\u0131zd\u0131r.<\/p>\n<p>\u00c7ok y\u0131llar \u00f6nce bu duruma sosyolog Ulrich Beck \u00f6zellikle i\u015faret etmi\u015fti. \u201cPolitik epistemolojisi\u201dni yapt\u0131\u011f\u0131 klasikle\u015fmi\u015f kitab\u0131nda (2011: II. B\u00f6l\u00fcm), \u201crisk toplumu\u201dnu tan\u0131mlarken Beck, kendi ifadelerimle, \u015fu hususlar\u0131n alt\u0131n\u0131 \u00e7izmi\u015fti: Sanayile\u015fmenin h\u0131zlanmas\u0131 ve yo\u011funla\u015fmas\u0131yla modern toplumlar, geleneksel toplumlardan \u00e7ok farkl\u0131 \u015fekilde, sanayile\u015fmenin bilgi birikiminin ve teknolojik karakterinin \u00fcr\u00fcnleri olarak kimyasal, ekolojik ve hatta genetik mahiyette risklere maruz kalm\u0131\u015flard\u0131r. Bu risklerin kontrol alt\u0131na al\u0131nmas\u0131, modern toplumlar\u0131n ba\u015f etmek zorunda olduklar\u0131 ba\u015fka bir temel meseledir. O kadar ki, sorunlar\u0131n \u00fcstesinden gelebilmenin olmazsa olmaz ko\u015fulu olarak b\u00fcy\u00fck ve etkin bir organizasyonun varl\u0131\u011f\u0131 en b\u00fcy\u00fck ihtiya\u00e7t\u0131r. Oysa, modernitenin neo-liberal ruhu,\u00a0<em>bireyle\u015fme<\/em>\u00a0gibi temel bir normu esas ald\u0131\u011f\u0131ndan, beklenmeyen bir risk fakt\u00f6r\u00fcyle ba\u015f etmenin zorlu\u011fu ilk etapta toplumlar\u0131 \u00e7ok bocalatmaktad\u0131r.<\/p>\n<p>Bocalaman\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fc nispetinde toplumda g\u00fcvensizlik duygusu yayg\u0131n h\u00e2le gelmekte; gelecek korkusu ba\u015fta olmak \u00fczere, di\u011fer bir\u00e7ok korkular y\u00fcz\u00fcnden (sosyal yal\u0131t\u0131lm\u0131\u015fl\u0131k\/temass\u0131zl\u0131k, umutsuzluk, ger\u00e7eklik duygusunun kaybolmas\u0131 ve hemen her \u015feyin anlams\u0131z, bo\u015f, dolay\u0131s\u0131yla sanal oldu\u011funa dair inanc\u0131n yayg\u0131nla\u015fmas\u0131) bir \u201ckorku toplumu\u201dna do\u011fru evrilme, bireysel refleksleri de k\u00f6reltmekte, neticede en \u00fcst d\u00fczeyde kurumsal m\u00fcdahale ka\u00e7\u0131n\u0131lmaz h\u00e2le gelmektedir.<\/p>\n<p>Bu en \u00fcst d\u00fczey kurumun ad\u0131 devlettir ve korona pandemisi devlete de bula\u015fm\u0131\u015f bulunuyor: \u015eu an d\u00fcnyadaki t\u00fcm devletler, kendi kapasitelerini, i\u015flevlerini, yurtta\u015flar\u0131yla olan ili\u015fkilerini ister istemez s\u0131nama noktas\u0131na gelmi\u015f bulunuyor. Bir k\u0131sm\u0131, koronan\u0131n kayna\u011f\u0131 \u00c7in gibi, \u00e7ok uzun zaman \u00f6nce Max Weber\u2019in i\u015faret etti\u011fi geleneksel kurumsal k\u00f6klere sahip y\u00fcksek \u00e7\u00f6z\u00fcm kapasitesi sayesinde sorunun \u00fcstesinden geldi\u011fi gibi; kendi kurumsal kapasitesini geni\u015fletme, peki\u015ftirme imk\u00e2n\u0131n\u0131 da bulmu\u015f oluyor. \u0130ngiltere gibileri devlet-yurtta\u015f ili\u015fkisini, adeta bir \u201cRus Ruleti\u201d oynar gibi, riske sokarak \u201cliberal\u201d olman\u0131n ve kalman\u0131n derdine d\u00fc\u015fm\u00fc\u015f bulunuyor. \u0130talya ise Akdeniz ne\u015fesine dayal\u0131 bir l\u00e2kaytl\u0131kla, i\u015fin ciddiyetini sonradan kavrayabiliyor. T\u00fcrkiye\u2019ye gelince; neo-liberal d\u00fcnyaya eklemlenmenin unutturdu\u011fu \u201cdevlet olma\u201d ciddiyetini, derhal hat\u0131rlam\u0131\u015f bulunuyoruz. T\u00fcrkiye\u2019deki sorun, devlet odakl\u0131 de\u011fil, neo-liberal zihniyeti fazlas\u0131yla i\u00e7selle\u015ftirmi\u015f olan vatanda\u015f odakl\u0131 g\u00f6r\u00fcnmektedir.<\/p>\n<p><strong>Gidi\u015fat Hangi Y\u00f6ne Olacak?<\/strong><\/p>\n<p>Bu kaba, ilk g\u00f6zlemler gidi\u015fat\u0131n iki y\u00f6nl\u00fc oldu\u011funu d\u00fc\u015f\u00fcnd\u00fcrt\u00fcyor. Birincisi, korona \u201cpandemisi\u201d, ulus-devletlerin kendilerine d\u00f6nmesini, kendi \u00fczerlerine d\u00fc\u015f\u00fcnmelerini zorunlu h\u00e2le getirmi\u015ftir. Ulus-devletlerin neo-liberal k\u00fcreselle\u015fme kar\u015f\u0131s\u0131nda \u201cpandomimi\u201d sona erme s\u00fcrecine girmeye ba\u015flayacakt\u0131r. Neo-liberal d\u00fczenin k\u00fcresel \u00e7apta do\u011furdu\u011fu e\u015fitsizlik, ulus-devletlerin yeniden g\u00fc\u00e7 buldu\u011fu oranda her platformda e\u015fitli\u011fin tesisi bak\u0131m\u0131ndan bamba\u015fka bir mahiyete b\u00fcr\u00fcnecektir.<\/p>\n<p>\u0130kincisi, otoriter y\u00f6netim bi\u00e7imine sahip ulus-devletler, otoriterliklerini daha da art\u0131racak bir yola sapabilirler.
