Peki, esas olan bu problemler mi yoksa rejim zihniyeti toplumu bu problemlere mi sevk ediyor? Bug\u00fcnlerde rejimin payandalar\u0131 bir bir d\u00fc\u015ferken ve rejim toplumumuz nezdinde sorgulanmaya ba\u015flarken i\u015fin bu taraf\u0131 tart\u0131\u015fmalar\u0131n merkezine oturtulmad\u0131\u011f\u0131 takdirde yap\u0131lanlar havanda su d\u00f6vmeye benzeyecektir.<\/p>\n<p>K\u0131sa bir tarih muhasebesi yaparak, bug\u00fcn muhatab oldu\u011fumuz sun\u00ee problemin kayna\u011f\u0131n\u0131 g\u00f6steremeye \u00e7al\u0131\u015fal\u0131m \u00f6ncelikle\u2026<\/p>\n<p>K\u0131sa Bir Muhasebe<\/p>\n<p>-Bat\u0131-<\/p>\n<p>15-16. y\u00fczy\u0131l boyunca Avrupa\u2019da s\u00fcren reform hareketleri&#8230;<\/p>\n<p>Bu y\u0131llar ba\u015f\u0131nda Papal\u0131\u011f\u0131n menfaati pe\u015findeki Kilise tek otoritedir. Kiliselere ba\u011fl\u0131 olan Krallar Avrupa\u2019n\u0131n pagan gelene\u011fine nisbetle tanr\u0131l\u0131k makam\u0131nda. Toprak sahibleri de o tanr\u0131lar\u0131n evl\u00e2tlar\u0131 konumunda. Milletlerse, \u00fclkeler \u00e7ap\u0131ndaki hapishanelerin mahk\u00fbmlar\u0131\u2026<\/p>\n<p>B\u00f6yle bir konjonkt\u00fcrde Avrupal\u0131 \u201ch\u00fcrriyet\u201d slogan\u0131 etraf\u0131nda mevcut yap\u0131ya ba\u015fkald\u0131rm\u0131\u015f ve yeni bir niz\u00e2ma yol aray\u0131c\u0131 ihtil\u00e2ller devresi olan reform \u00e7a\u011f\u0131n\u0131 ba\u015flatm\u0131\u015ft\u0131r. Bu ihtil\u00e2llerden \u00f6zellikle Frans\u0131z \u0130htil\u00e2li \u00f6n plana \u00e7\u0131karken Frans\u0131z \u0130htil\u00e2li\u2019ne de zemin haz\u0131rlay\u0131c\u0131 olmas\u0131 bak\u0131m\u0131ndan \u0130ngiliz \u0130htil\u00e2li\u2019de incelenmelidir.<\/p>\n<p>Reformlar son derece \u00f6nemli hadiselerdir ve d\u00fcnya \u00e7ap\u0131nda etkileri vard\u0131r. Bu bak\u0131mdan ilgilisinin mutlaka incelemesi gereken olaylard\u0131r. Biz bug\u00fcn Anadolu\u2019da h\u00e2kim olan sun\u00ee problemin kayna\u011f\u0131n\u0131 arad\u0131\u011f\u0131m\u0131z i\u00e7in reformlara da bu a\u00e7\u0131dan bakaca\u011f\u0131z. Reformlar kime kar\u015f\u0131 ve ni\u00e7in ger\u00e7ekle\u015fiyor? Bu sorunun cevab\u0131n\u0131 arayaca\u011f\u0131z. \u0130sl\u00e2m, hil\u00e2fet merkezi olan Anadolu\u2019ya Bat\u0131l\u0131 reform hareketleri ni\u00e7in ta\u015f\u0131nm\u0131\u015f onu anlamaya \u00e7al\u0131\u015faca\u011f\u0131z.<\/p>\n<p>Hazret-i \u0130sa\u2019n\u0131n g\u00f6\u011fe kald\u0131r\u0131lmas\u0131n\u0131n ard\u0131ndan 3 as\u0131r sonra getirdi\u011fi hak din tahrif edilerek devrin cihan\u015f\u00fcmul devleti olan Roma\u2019n\u0131n dini h\u00e2line gelmi\u015ftir. Roma\u2019n\u0131n pagan k\u00f6kenleriyle Hazret-i \u0130sa\u2019ya atfedilen \u0130ncil aras\u0131nda b\u00fct\u00fcn inceliklerden ve m\u00fccerret anlay\u0131\u015ftan yoksun, materyalist, pagan gelenekle yo\u011frulmu\u015f bir din im\u00e2l edilmi\u015ftir. Bu din yar\u0131 pagan yar\u0131 Hristiyan Roma marifetiyle \u0130stanbul\u2019un fethine kadar rahatl\u0131kla h\u00fck\u00fcm s\u00fcrm\u00fc\u015ft\u00fcr.<\/p>\n<p>\u0130stanbul\u2019un fethedilmesi bizim i\u00e7in oldu\u011fu kadar Avrupa i\u00e7in de son derece \u00f6nemli bir olayd\u0131r. \u00d6yle ki art\u0131k M\u00fcsl\u00fcmanlar Avrupa\u2019n\u0131n s\u0131n\u0131rlar\u0131na dayanm\u0131\u015f, kilise Sel\u00e7uklu devrinde oldu\u011fu gibi Avrupa\u2019y\u0131 bir araya getirerek gelmekte olan \u0130sl\u00e2m\u2019a kar\u015f\u0131 h\u00e2mle kabiliyetini kaybetmi\u015ftir.<\/p>\n<p>Hukuk\u00ee bak\u0131mdan ele alacak olursak kilise, krall\u0131k ve burjuva imtiyazl\u0131 z\u00fcmrelerdir; geri kalan halk i\u00e7inse hukuk, yine bu \u00fc\u00e7\u00fcn\u00fcn menfaatleri nisbetinde i\u015fletilmektedir.<\/p>\n<p>Ekonomik bak\u0131mdan de\u011ferlendirecek olursak kilise, krall\u0131klar ve toprak sahibi burjuvalar halk\u0131n eme\u011fini orant\u0131s\u0131z bir \u015fekilde s\u00f6m\u00fcrmekte ve sermaye da\u011f\u0131l\u0131m\u0131nda adaletsizlik alm\u0131\u015f ba\u015f\u0131n\u0131 y\u00fcr\u00fcm\u00fc\u015f vaziyettedir.<\/p>\n<p>Fikir, ilim ve sanat gibi alanlar kilisenin kontrol\u00fc alt\u0131ndad\u0131r ve kilise kendi \u00e7\u0131karlar\u0131n\u0131 incitecek hi\u00e7bir geli\u015fmeye m\u00fcsaade etmemektedir.<\/p>\n<p>B\u00f6yle bir h\u00e2l i\u00e7erisinde k\u0131vranan Avrupa, yeni bir niz\u00e2m aray\u0131\u015f\u0131na giri\u015fmi\u015ftir ve reform hareketlerini ba\u015flatm\u0131\u015ft\u0131r. Reform hareketlerini, neticeleri bak\u0131m\u0131ndan rejim, din, hukuk ve ekonomi gibi ba\u015fl\u0131klar alt\u0131nda de\u011ferlendirebiliriz.<\/p>\n<p>Rejim: Kilise, krall\u0131k ve burjuvazi prangas\u0131na vurulmu\u015f toplumlar kendi kurtulu\u015flar\u0131n\u0131 ararlarken cumhuriyeti tercih ettiler. Bat\u0131, rejim anlay\u0131\u015f\u0131n\u0131 kendi k\u00f6klerinde yani Eski Yunan\u2019da buldu. Gerek kilisenin bask\u0131s\u0131ndan kurtulmak, gerekse kast sisteminden kurtulmak i\u00e7in Avrupal\u0131 Eski Yunan\u2019da Sokrat\u2019\u0131n \u201cayak tak\u0131m\u0131n\u0131n y\u00f6netimi\u201d diyerek a\u015fa\u011f\u0131lad\u0131\u011f\u0131 Aristo ve Efl\u00e2tun taraf\u0131ndan da k\u0131yas\u0131ya ele\u015ftirilen demokrasiye sar\u0131ld\u0131. \u00d6zellikle se\u00e7ilme hakk\u0131n\u0131n ve devlet b\u00fcrokrasisinin yine \u00fclkedeki tek e\u011fitimli ve zengin kesim olan burjuvaziye kalm\u0131\u015f oldu\u011fu hakikatini g\u00f6remedi.<\/p>\n<p>Din: Kilisenin \u201cPapa\u2019n\u0131n menfaatlerini krall\u0131klar\u0131n ve tebaan\u0131n \u00fczerinde g\u00f6rd\u00fc\u011f\u00fcn\u00fc\u201d s\u00f6ylemi\u015ftik. H\u00e2l b\u00f6yle olunca reform hareketleriyle beraber kilisenin devletler \u00fczerindeki tesirinin kald\u0131r\u0131lmas\u0131 ad\u0131na Fransa\u2019da ortaya \u00e7\u0131km\u0131\u015f olan siyas\u00ee anlay\u0131\u015f l\u00e2ikliktir. \u0130ngiltere\u2019de l\u00e2ikli\u011fe ik\u00e2me olarak kabul edilen anlay\u0131\u015f ise sek\u00fclerliktir. Arada k\u00fc\u00e7\u00fck n\u00fcans farkl\u0131l\u0131klar\u0131 olmas\u0131na ra\u011fmen her ikisinin de maksad\u0131 kilisenin devlet otoritesindeki h\u00e2kimiyetini ortadan kald\u0131rmakt\u0131r.<\/p>\n<p>Hukuk: Avrupa\u2019da reform zaman\u0131na kadar i\u015fletilen hukuk adalet olgusundan uzak, kilisenin, krallar\u0131n ve burjuvazinin \u00e7\u0131karlar\u0131 eksenindedir. Reform hareketleriyle beraber kilisenin ve krall\u0131klar\u0131n devlet hayat\u0131ndan ayr\u0131lmas\u0131yla parlamentolar taraf\u0131ndan yeniden meden\u00ee kanun, ceza kanunu, ticaret kanunlar\u0131 gibi kanunlar \u00fcretilmi\u015ftir. Burjuvazinin se\u00e7ilme hakk\u0131 ve b\u00fcrokrasi kademelerindeki h\u00e2kimiyetini g\u00f6z \u00f6n\u00fcnde bulunduracak olursak y\u00fcr\u00fcrl\u00fc\u011fe konan hukuk kuralar\u0131n\u0131n ne kadar sa\u011fl\u0131kl\u0131 oldu\u011fu tart\u0131\u015fmaya a\u00e7\u0131kt\u0131r.<\/p>\n<p>Ekonomi: Reform hareketlerinin ekonomik neticelerinden en \u00f6nemlisi kapitalizmdir. Amerikal\u0131 tarih\u00e7i Perez Zagorin Avrupa tarihinin bu de\u011fi\u015fim s\u00fcrecinde aristokrasinin gitti\u011fi bi\u00e7im de\u011fi\u015fikli\u011fini; \u201caristokratik d\u00fczen varl\u0131\u011f\u0131n\u0131 koruyabildi; fakat bunu yeni bir bi\u00e7im i\u00e7inde yapabildi; aristokrasinin temeli art\u0131k do\u011fuma de\u011fil paraya dayanmaktayd\u0131.\u201d Bu durum hem her \u015feyin metala\u015fmas\u0131n\u0131n hem de m\u00fczmin s\u00fcrg\u00fcn olan, toprak sahibi olmad\u0131\u011f\u0131 i\u00e7in aristokrat dolay\u0131s\u0131yla devlet i\u015flerinde bir t\u00fcrl\u00fc s\u00f6z sahibi olmayan Yahudi\u2019nin \u00f6n\u00fcn\u00fc a\u00e7m\u0131\u015f oldu.<\/p>\n<p>*<\/p>\n<p>Reform hareketleriyle kilise, krall\u0131k ve burjuvaziden kaynaklanan problemler, a\u015fa\u011f\u0131 yukar\u0131 \u00fcstte bahsetti\u011fimiz \u015fekillerde \u00e7\u00f6z\u00fcme kavu\u015fturulmaya \u00e7al\u0131\u015f\u0131ld\u0131. Burada derinlemesine bir \u00e7al\u0131\u015fma yapamasak da en az\u0131ndan manzaran\u0131n kaba hatlar\u0131n\u0131 \u015f\u00f6yle bir araya getirmeye \u00e7al\u0131\u015ft\u0131k.<\/p>\n<p>\u00dcstad Necib Faz\u0131l \u201c\u0130htil\u00e2l\u201d adl\u0131 eserinde toprak seviyeli ihtil\u00e2l hareketlerinin her birinin i\u00e7inde bulundu\u011fumuz h\u00e2l ad\u0131na dersler arz etmesi yan\u0131nda; \u201cinsano\u011flunun ba\u015f\u0131n\u0131 ta\u015ftan ta\u015fa vurarak ide\u00e2l niz\u00e2m\u0131n\u0131 arad\u0131\u011f\u0131, her defas\u0131nda eli bo\u015f d\u00f6nd\u00fc\u011f\u00fc bu hareketler\u201d \u015feklindeki tarifi yine bizim bu konuyu ele al\u0131\u015f\u0131m\u0131z a\u00e7\u0131s\u0131ndan \u00e7ok m\u00fchim.<\/p>\n<p>K\u0131sa Bir Muhasebe<\/p>\n<p>-Anadolu-<\/p>\n<p>B\u00fcy\u00fck Do\u011fu-\u0130BDA k\u00fclliyat\u0131ndaki tarih muhasebeleri i\u00e7erisinde Kanun\u00ee Sultan S\u00fcleyman devrinin pek bir k\u0131ymeti vard\u0131r. K\u00fclliyat\u0131m\u0131za g\u00f6re bu devre \u0130sl\u00e2m a\u015fk\u0131n\u0131n ve vecdinin kaybedilmeye ba\u015fland\u0131\u011f\u0131, yerine ham softa kaba yobaz bir anlay\u0131\u015f\u0131n h\u00e2kim oldu\u011fu devredir. Kanun\u00ee\u2019den bug\u00fcne kadar ge\u00e7en 500 y\u0131ll\u0131k zaman zarf\u0131 i\u00e7erisinde \u201c\u0130sl\u00e2m\u2019a Muhatab Anlay\u0131\u015f\u0131\u201d yenileyecek fikir kahraman\u0131n\u0131n zuhur etmemesinin bedeli Birinci D\u00fcnya Sava\u015f\u0131 zaman\u0131nda en keskin \u015fekilde anla\u015f\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>K\u0131sa muhasebemizin Anadolu b\u00f6l\u00fcm\u00fcnde, Islahat Hareketlerinden ba\u015flayarak bug\u00fcne kadar sun\u00ee bir problem olan T\u00fcrkiye Cumhuriyeti&#8217;nin nas\u0131l \u015fekillendi\u011finden biraz bahsedelim.<\/p>\n<p>Kanun\u00ee Sultan S\u00fcleyman devrinden ba\u015flayarak, \u0130sl\u00e2m a\u015fk\u0131ndan ve vecdinden uzakla\u015f\u0131lmaya ba\u015flam\u0131\u015ft\u0131r, demi\u015ftik. Bir Bat\u0131l\u0131 akademisyenin &#8220;biz dinimizden uzakla\u015ft\u0131k\u00e7a, M\u00fcsl\u00fcmanlarsa dinlerine yak\u0131nla\u015ft\u0131k\u00e7a ba\u015far\u0131l\u0131 oluyorlar&#8221; te\u015fhisi o d\u00f6nemde bir t\u00fcrl\u00fc konamam\u0131\u015f ve bir ka\u00e7 \u0131slahat giri\u015fimi olsa bile muvaffak olunamam\u0131\u015f, Ulu Hakan Abd\u00fclhamid Han&#8217;\u0131n d\u00fcnya \u00e7ap\u0131nda M\u00fcsl\u00fcmanlar\u0131 bir safta toplayacak B\u00fcy\u00fck Do\u011fu ideali kavranamam\u0131\u015f ve i\u015fler gelip Birinci D\u00fcnya Sava\u015f\u0131&#8217;na dayanm\u0131\u015ft\u0131r.<\/p>\n<p>Bu d\u00f6neme kadar \u00f6zellikle Avrupa&#8217;ya e\u011fitim i\u00e7in g\u00f6nderilen kadrolar s\u00fcrekli oradaki yenilikleri buraya getirip aplike etmek derdine d\u00fc\u015fm\u00fc\u015flerdir. Bat\u0131c\u0131l\u0131k gibi hareketler has\u0131l olmu\u015ftur. T\u00fcm bu hareketler kar\u015f\u0131s\u0131nda da Anadolu&#8217;nun ger\u00e7ekten muhta\u00e7 oldu\u011fu \u201c\u0130sl\u00e2m&#8217;a Muhatab Anlay\u0131\u015f\u201d d\u00e2v\u00e2s\u0131n\u0131 yenileyecek bir fikir kahraman\u0131ndan yoksun olu\u015fu m\u00fcnasebetiyle Bat\u0131c\u0131lar gemi az\u0131ya alm\u0131\u015flard\u0131r.<\/p>\n<p>Birinci D\u00fcnya Sava\u015f\u0131&#8217;n\u0131 ma\u011flubiyetle tamamlayan Osmanl\u0131 Devleti&#8217;nin elinde son kalan Anadolu, jeopolitik konumu nedeniyle payla\u015f\u0131lamay\u0131nca, burada Avrupal\u0131lar marifetiyle sun\u00ee bir problem olarak T\u00fcrkiye Cumhuriyeti kurulmu\u015ftur.<\/p>\n<p>Lozan Bar\u0131\u015f Anla\u015fmas\u0131yla beraber kabaca bahsedecek olursak en ba\u015fta \u0130sl\u00e2m&#8217;\u0131n ve \u0130sl\u00e2m\u00ee olan her \u015feyin Anadolu&#8217;dan tasfiyesi ama\u00e7lanm\u0131\u015ft\u0131r. Hil\u00e2fetin son olarak Anadolu&#8217;da kald\u0131\u011f\u0131n\u0131 ve b\u00fct\u00fcn bir \u0130sl\u00e2m co\u011frafyas\u0131 ad\u0131na ba\u011flay\u0131c\u0131 oldu\u011funu d\u00fc\u015f\u00fcn\u00fcrsek ilk hedef hil\u00e2fetin kald\u0131r\u0131lmas\u0131yd\u0131. \u0130\u00e7erideki Bat\u0131 u\u015faklar\u0131 marifetiyle ilk olarak hil\u00e2fet kald\u0131r\u0131ld\u0131. Hil\u00e2fetin kald\u0131r\u0131lmas\u0131 demek, ileride Bat\u0131ya kar\u015f\u0131 M\u00fcsl\u00fcmanlar\u0131n topyek\u00fbn bir safta bulu\u015fmalar\u0131na mani olmak demekti, \u015fimdiye kadar muvaffak da oldular. Hil\u00e2fetin kald\u0131r\u0131lmas\u0131n\u0131n ard\u0131ndan maymunv\u00e2r\u00ee bir taklit\u00e7ili\u011fe ge\u00e7ildi ve bu hareketlere<\/p>\n<p>\u201cAtat\u00fcrk \u0130nk\u0131l\u00e2blar\u0131\u201d ad\u0131n\u0131 verdiler. Bu ink\u0131l\u00e2blar\u0131n neticelerini yine Bat\u0131&#8217;n\u0131n k\u0131sa muhasebesinde yapt\u0131\u011f\u0131m\u0131z gibi de\u011ferlendirecek olursak:<\/p>\n<p>Rejim: Avrupa&#8217;daki rejim oldu\u011fu gibi kopya edilerek Anadolu&#8217;ya empoze edildi. Cumhuriyet ve demokrasi&#8230; Avrupa&#8217;da k\u00f6kl\u00fc aristokrat ailelerinin se\u00e7ilme hakk\u0131n\u0131 payla\u015fmalar\u0131n\u0131n aksine burada yeni t\u00fcreyen bir \u00e7\u0131kar z\u00fcmresi se\u00e7ilme hakk\u0131n\u0131 payla\u015ft\u0131 ve kendi burjuvazisini meydana getirdi. B\u00fcrokrasi kademeleri de yine bu z\u00fcmrenin kendi \u00e7evrelerinden te\u015fekk\u00fcl edildi.<\/p>\n<p>Din: Papal\u0131\u011f\u0131n sanki T\u00fcrkiye&#8217;de bir yapt\u0131r\u0131m\u0131 varm\u0131\u015f gibi l\u00e2ikli\u011fe ge\u00e7ildi. L\u00e2ikli\u011fin kar\u015f\u0131s\u0131ndaki her anlay\u0131\u015f da d\u00fc\u015fman tan\u0131mlamas\u0131na sokuldu ve devletin b\u00fct\u00fcn unsurlar\u0131 kar\u015f\u0131t anlay\u0131\u015flara en \u015fiddetli \u015fekilde i\u015fletildi.<\/p>\n<p>Hukuk: Bat\u0131&#8217;n\u0131n kendi k\u00fclt\u00fcr\u00fcne nisbetle im\u00e2l edilmi\u015f olan hukuk kurallar\u0131 kopyala yap\u0131\u015ft\u0131r mant\u0131\u011f\u0131yla Anadolu&#8217;ya getirildi. B\u00fcnyenin bu kanunlar\u0131 ve di\u011fer devrimleri kabul etmedi\u011fi zamanlarda da yarg\u0131 tokma\u011f\u0131 Birinci D\u00fcnya Sava\u015f\u0131 ve Kurtulu\u015f Sava\u015f\u0131&#8217;ndan yorgun \u00e7\u0131km\u0131\u015f M\u00fcsl\u00fcman kesimlerin kafas\u0131na ac\u0131mas\u0131zca indirilmekten haya edilmedi.<\/p>\n<p>Yarg\u0131 kadrosundan \u00e7ok bir katil \u00e7etesini and\u0131ran yarg\u0131\u00e7larla, yap\u0131lan taklit, millete kanla kabul ettirilmek istendi.<\/p>\n<p>Ekonomi: Reform hareketlerinden sonra ortaya \u00e7\u0131kan kapitalist anlay\u0131\u015f ayniyle Anadolu&#8217;da da y\u00fcr\u00fcrl\u00fc\u011fe kondu. Anadolu&#8217;da o d\u00f6nem bir niz\u00e2ms\u0131zl\u0131k oldu\u011fu do\u011frudur fakat ith\u00e2l edilen niz\u00e2m da aranan ve l\u00e2y\u0131k olunan niz\u00e2m de\u011fildir. Bug\u00fcn g\u00fcndeme gelen yolsuzluk operasyonlar\u0131na nisbetle, e\u011fer ki bir yolsuzluk operasyonu yap\u0131lacaksa bu topraklardaki en b\u00fcy\u00fck yolsuzluk T\u00fcrkiye Cumhuriyeti rejiminin bizzat kendisidir.<\/p>\n<p>Bug\u00fcnlerde rejimin payandalar\u0131 bir bir d\u00fc\u015ferken b\u00fct\u00fcn tart\u0131\u015fmalar\u0131n merkezine yerle\u015ftirilmesi gereken as\u0131l mesele budur.
